TERMS OF REFERENCE FOR THE SELECTION AND AWARD OF

THE TOM CHILDS’ MEMORIAL AWARD

 

INTRODUCTION

1.         Mr Tom Childs was a citizen of Grantham for 50 years and was employed as the Clerk to Londonthorpe and Harrowby “Without” Parish Council for 29 Years.  Tom spent much of his life involved in his local community and gave a great deal of his time helping others.  The Tom Childs’ Memorial Award has been created to serve as a memorial to Tom’s life, to promote community spirit and to encourage people of all ages to help others.  The award is to be awarded annually to two people within the Parish who are considered to have contributed the most to his/her local community during the qualifying year.  The Award is to be awarded to individuals who have given exceptional service beyond the call of duty and, is not awarded solely for the performance of normal duty or work.

AIM

2.         The aim of this document is to set out the terms and procedures for awarding the Tom Childs’ Memorial Award.

PROCEDURES

3. About the Award;   The award will be made to people in the following age groups: 21 and under, and over 21.  The Award will consist of a framed certificate and a cheque for the sum of £200 to be donated to the recipient’s nominated charity.  If no nominations are received for one age group, or all the nominations received for an age group do not meet the standards criteria required, then two recipients may be selected from the other age group, provided they both meet the standards criteria required.

4.         Eligibility.  All people who live within the Parish boundary will be eligible for the Award.  Individuals who live outside the Parish boundary, but whom through their activities or work, support an individual/s or an organisation/s within the Parish, will also be eligible.

5.         Submission of Nominees.  Submission of Nominees for the Award can be made by any organisation e.g. company, church, school, Scouts and Guides or any individual aged 18 or over.  Nominations are to be submitted using the form at Annex A and are to be received by the Parish Clerk by 1st May annually.

6.         Selection Procedures.  The award recipients will be selected by a Selection Committee, which will meet during May (dates tbc annually at the March Parish Council Meeting), firstly to conduct a paper sift and secondly to select the recipients.  The Selection Committee will be made up from the following:

  • Parish Council Chair
  • Two other Members of the Parish Council
  • Parish Clerk

The Selection Committee will paper sift nominations down to three candidates for each age group.  If necessary, further evidence will be sought to support the remaining nominee submissions.  Once sufficient evidence is available on the Nominees, an evaluation process will take place to determine the best submission for each age group based on the following criteria:

  • Age of individual relative to what he/she has achieved.
  • The effect the individual has had on an individual/group/the community.
  • Related and or previous work the individual has undertaken that has benefited an individual/group/the community.

7.         Award Presentation.  The Awards will be presented annually in June (usually during the third week).  The recipient will receive the Award at a special lunch (venue to be confirmed annually), to which the recipients and other guests will be invited to attend up to a maximum of 12 people as follows:

  • Normally 2 members of the Selection Committee (but this can be up to 4 depending on the number of sponsors attending)
  • The 2 recipients and 2 guests
  • Up to 2 people who have nominated the recipients
  • Up to 2 Sponsors
  • A VIP Guest to present the Award + guest..

Members of the Parish Council may attend the lunch at their own expense.

The Committee can amend numbers if required by filling places not taken up in any other category.

8.         Funding.  It is proposed to solicit sponsorship from a local company/firm that operates from within the Parish.  The sponsor can be the same year on year or be a different company/firm/individual each year.  The sponsor will be asked to purchase the framed certificates, cost of inscription, promotional material and the lunch for up to 10 people.  The Parish Council will fund all costs in the absence of any sponsor/s and will fund the charitable donations in full each year.

9.         Promotion of the Award.  The Award will be promoted through the Parish Council Website, on Parish notice boards, through Belmont School and St John The Baptist Church Londonthorpe and the Grantham Journal.  All advertising will also promote the Sponsor.

10.       Press Coverage.  The Grantham Journal will be invited to cover the Award Presentation and an article will be produced with photographs for the ‘Local Council Review’.  This will also provide additional coverage for the Sponsor.
