Londonthorpe & Harrowby Without Parish Council

Minutes of the Parish Council Meeting held 7th July 2021 Held at Belmont school. 

Meeting started at 7.15pm after the Parish Annual Meeting. 

Held under Covid 19 Regulations.

Public Open Session: there were no parishioners present. 

Councillors present: Geoff Parnham, Avril Gregory, Richard Keeler, Roland Wright, George Chivers, Paul Bakker, Carol Markwell, John Anderson, Paul Bavin, Alan Bowling and Paul Nesbitt (11 Members were present.). LCC Cllr L Wootten was also in attendance. 

Geoff Parnham the Chairperson took the Chair. Pete Armstrong the Clerk took the notes. 

All members were asked to introduce themselves to the two newer councillors. 

21/21   Apologies: Yolanda Martin was unwell; this were agreed as an acceptable reason for absence. Cllr P Bakker passed on a message from her that he fully endorsed, she wished for it to be minuted that her thanks should be offered to the Chairman & The Clerk for the professional way that they have led the council during the difficult last year of Covid Lockdowns etc. Apologies were also received from Cllr A Stokes

21/22   Declarations of Interest; None declared.

21/23   Confirmation of New Councillors Co-opted at the Last Meeting. Paul Nesbitt who was co-opted in his absence at the last meeting, was proposed by J Anderson & Seconded by C Markwell all in agreement.

21/24   Clerks Notes of the 5th of May 2021 meeting were accepted as a true record and became the minutes. Proposed by A Bowling seconded A Gregory, all members were fully in agreement.

21/25   Clerks Update on Matters Arising: As usual all other matters fall within the full agenda.

21/26   Financial Statement No.2. 

The Clerk went through the report in the detail explaining all the payments etc. 

Councillors had again received the reports taken off the Scribe system prior to the meeting.

Cheques or bank transfers were made out for the following: 

Community Cleaner & Clerks Salaries for the two months May & June £1627.12

Newsletter Stamps     £87.02
Insurance £965.53/ CPRE £36 
Gen Admin including Parish Online Membership/ICO Etc £348.89.11 VAT £48.78
Community Speedwatch Inc Gun, Signs, Hi-Viz and Clickers £642.68, VAT £117.13
An expenditure total of £5288.63 including £305.80 VAT.

Income was £100.27 this was made up of a Donation of £100 to the Hills & Hollows Funds and .27p Interest from HSBC.

Items due for payment before the next meeting are Grass Cutting, WACS, and Salaries and anything else to do with the ongoing projects already agreed within the parish. there will also be items involving parishioner information e.g., Newsletter & Open Evening.

Agreement to accept the Financial Statement No 2 for 2021 and all the options suggested, plus the normal expected payments for up to the September meeting was proposed by R Wright seconded by C Markwell. Agreed Unan. Agreement was also reached on taking up the offer by our Website Designer (Pete Langford) to run it for us on a annual basis at approx. £144 per annum. Proposed by R Wright sec C Markwell.

Members were asked to give thought to any S137 payments to local charities doing good work in the parish during this Covid

21/26a.   Clerks Salary: this should have increased in line with the NALC Scales in April 2020. There is no increase advertised for 2021. The Clerk is on SCP15 and his renumeration should have increased by 32p per hour. On a proposal by C Markwell seconded by R Wright this was agreed and backdated to April 2020.
